Then look at the experience. A fast, readable mobile page with clear navigation and helpful content gives both visitors and search engines a stronger signal than a large pile of thin pages.

Once those foundations are sound, content and local search work compound over time. Until then, publishing more usually creates more places for the same problems to hide.
